Organisational structure
CMWU management levels, executive sectors, and the directorates and sections under each — per the structure approved for 2023.
This structure sets out the levels of responsibility within the Coastal Municipalities Water Utility: from the board to the Executive Director, then the executive sectors and the directorates and sections under each. It reproduces the organisational structure approved for 2023 and is updated whenever an amendment is approved.
Senior leadership
- Board of Directors — the highest authority in CMWU, chaired by the board chairman, approving policy, plans and the budget.
- Executive Director — responsible for running CMWU and implementing board decisions; the executive sectors and support units report to this office.
Units reporting directly to the Executive Director
Oversight, advisory and support units placed directly under the Executive Director by the nature of their work: audit, legal opinion and external communication are not placed under a body they oversee or represent.
- Internal Audit Unit — administrative, financial and technical oversight.
- Legal Affairs — legal counsel and legal assistant.
- International Cooperation Directorate — relations with donors and financing institutions.
- Tenders and Procurement Directorate — tenders section and procurement section.
- Warehouses Directorate — the main warehouse and satellite stores.
- Public Relations and Community Awareness — media and awareness campaigns.
- Quality Control Section — work procedures and performance indicators.
- Occupational Health and Safety Section — site safety and emergency response.
- Technical committees — formed for specific assignments.
- External auditor — an independent audit body outside the staffing structure.
Executive sectors
Five deputies report to the Executive Director: three head the sectors listed below, alongside deputies for regional offices and for strategic facilities.
Operations and Maintenance Sector
Leads day-to-day work on existing assets — from water sources to treatment plants to the vehicle fleet.

Engineering and Planning Sector
