Who we are

The Coastal Municipalities Water Utility (CMWU) is a semi-public institution responsible for managing, operating, maintaining, and developing the water, wastewater, and stormwater systems in the Gaza Strip, in cooperation with the municipalities across the Strip, government entities, and supporting international organizations.

The year 2000 marked a pivotal milestone in the establishment of CMWU, with the adoption of the Memorandum of Understanding signed by the mayors of the Gaza Strip. CMWU then began its journey as a professional national institution working to develop water and wastewater services, enhance management efficiency, and build effective partnerships with relevant national and international institutions.

What we do

The Coastal Municipalities Water Utility (CMWU) undertakes comprehensive responsibilities in managing and developing water and wastewater services through the operation of facilities and infrastructure, the development of water sources, project implementation, and the enhancement of operational and institutional efficiency, in accordance with development priorities and service and environmental needs.

• Management, Operation, and Maintenance of Water Facilities: Managing, operating, and maintaining water networks, pumping stations, wells, and reservoirs, and enhancing the efficiency of water supply and distribution systems to ensure service continuity and improve the management of available water resources.
• Water Desalination and Development of Water Supply Sources: Supporting the development of alternative water sources and strengthening desalination capacity, while improving the efficiency of desalinated water production and supply to diversify water sources, enhance water security, and ensure sustainable supplies.
• Management and Operation of the Wastewater System: Managing, operating, and maintaining wastewater networks, pumping stations, and treatment plants; improving the efficiency of wastewater collection, conveyance, and treatment; and reducing the health and environmental impacts resulting from unsafe wastewater discharge.
• Wastewater Treatment and Reuse: Developing wastewater treatment systems, enhancing treatment efficiency, and expanding opportunities for the reuse of treated wastewater in accordance with applicable standards and requirements, thereby supporting environmental sustainability and conserving water resources.
• Infrastructure Development and Rehabilitation: Planning and implementing projects to develop and rehabilitate water and wastewater infrastructure, including networks, facilities, and operational assets, while prioritizing rehabilitation and recovery needs and strengthening facilities’ capacity to maintain service delivery.
• Water Quality Monitoring and Compliance with Standards: Monitoring water quality and verifying compliance with approved specifications and standards, while implementing relevant technical inspection and monitoring procedures to enhance the safety of water supplies and protect public health.
• Subscriber Services Management and Institutional Communication: Managing subscriber services, receiving, addressing, and following up on reports, complaints, and inquiries, and developing communication channels to facilitate access to information and services, improve responsiveness to citizens’ needs, and enhance customer satisfaction.
• Geographic Information Systems and Technical Data Management: Developing, managing, and updating spatial databases for water and wastewater networks and facilities using Geographic Information Systems (GIS), and utilizing data for asset management, operational planning, maintenance, priority setting, and decision-making.
• Project Planning and Implementation Management: Identifying development needs, establishing project priorities, and overseeing project planning, implementation, monitoring, and evaluation in coordination with municipalities, partners, and relevant stakeholders, thereby improving resource allocation and achieving institutional objectives.
• Resource Management and Environmental Sustainability: Improving the efficient use of water resources, energy, and operational resources; reducing losses and waste; and promoting environmentally sustainable practices in the operation and management of water and wastewater facilities.
• Digital Transformation and Institutional Systems Development: Developing and utilizing digital systems and information technology solutions to manage operations and services, enhance data integration, automate procedures, and improve electronic service delivery channels, thereby strengthening institutional performance, service quality, and decision-making effectiveness.

Departments

CMWU comprises the following departments: Administration, Finance, Engineering and Planning, Water Operations and Maintenance, Commercial Services (Subscribers), Information Technology, and Geographic Information Systems (GIS), in addition to various other departments, sections, and units that contribute to the integration of roles and responsibilities.

Our partners

CMWU places strategic importance on partnerships and cooperation with international institutions, donor agencies, and financing and development organizations, recognizing them as a fundamental pillar in supporting the development of the water and wastewater sector, enhancing the sustainability of its services, expanding its operational and technical capacities, and developing its infrastructure.

In this context, CMWU cooperates with numerous international institutions and organizations, including the European Union (EU), the German Development Bank (KfW), the World Bank, the German Agency for International Cooperation (GIZ), the United Nations Development Programme (UNDP), the United Nations Children’s Fund (UNICEF), the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and the International Committee of the Red Cross (ICRC), in addition to other international organizations and donors working in the water and wastewater sector.

Areas of cooperation include supporting and financing infrastructure projects, developing water and wastewater facilities, strengthening technical and institutional capacities, improving service delivery efficiency, and contributing to emergency response, rehabilitation, and recovery efforts, according to the nature of the joint programmes and projects.

CMWU is committed to strengthening its institutional relationships with its partners and expanding opportunities for cooperation and the exchange of expertise and knowledge. These efforts support the sector’s development priorities, contribute to improving service quality and continuity, and enhance the ability of facilities to respond to the growing needs of the communities they serve.
