CMWU's Board of Directors Discusses the Content of the Consulting Services Contract for Developing the Roadmap to Transform CMWU into a Regional Water Utility

CMWU's Board of Directors discussed, during its special session on Monday, August 2, 2021, at CMWU's main headquarters in Al-Zahra city, central Gaza Strip, the consulting services contract for developing the roadmap, in order to transform CMWU into a regional water utility in accordance with Palestinian Water Law No. 14 of 2014, in the presence of CMWU's Chairman of the Board of Directors Dr. Majed Awni Abu Ramadan, the members of the Board, mayors of the Gaza Strip's municipalities, a representative of the Ministry of Local Government, CMWU's Director-General Eng. Monther Shoblaq, his Deputy for Planning and Projects Affairs Eng. Maher Al-Najjar, the Palestinian Water Authority represented by Eng. Marwan Al-Bardawil, and representatives of the consulting office (the coalition of HOPE, EMCC & NCD) commissioned for this project, represented by the local partner EMCC company.
The meeting included a presentation given by the consultant on the project's most important goals and activities and the expected outputs by the end of the project period, represented by developing a roadmap that aims to:
1. Re-institutionally developing CMWU to become a regional water utility in accordance with the Palestinian Water Law of 2014.
2. Reviewing and developing the legal, administrative, financial, and organizational framework of CMWU aiming to transform the Utility into a regional water utility, by continuing to transfer the water and sanitation administrations affiliated with the Strip's municipalities to CMWU.
3. Developing a work plan and an implementation schedule for the various activities proposed to be implemented, in coordination and consultation with the various organizations partnering with CMWU (the municipalities, the Water Authority, and the Ministry of Local Government).
The session included a discussion of the project's various themes, goals, activities, and expected outputs by the Board members, as well as the most important challenges expected to face the process of completing the administrative and financial transfer from the water and sanitation administrations at the municipalities to CMWU, with an affirmation of the municipalities' desire and decision to complete the institutional development of CMWU to become a regional water utility, in accordance with the scope of work and goals of the consulting services project funded by the French Development Agency (AFD) through the Palestinian Water Authority.
At the end of the meeting, it was agreed to form steering and technical committees from the various parties participating in the project, in order to facilitate the consulting office's task, review and approve the project's outputs, and provide the consultant's representatives with the various information and documents needed to develop the roadmap and the executive work plan, to transform CMWU into a regional water utility.
